Disciplinary Action

As a result of a decision by the Executive Board of the Texas Society of CPAs, the following member had her TXCPA membership:

Expelled –

Arturo Vargas of El Paso, effective May 4, 2019. The action was a result of the Texas State Board of Public Accountancy revoking Vargas’ CPA certificate on Nov. 15, 2018.

As a result of a decision by the Executive Board of the Texas Society of CPAs, the following member had his TXCPA membership:

Suspended –

Juan A. Rincon of The Woodlands for a period of two years retroactive to Sept. 20, 2018. The probation is effective March 26, 2019. The action was based on his two-year suspension by the Texas State Board of Public Accountancy. As a chief financial officer, Rincon signed false and misleading financial statements that were submitted to the Securities and Exchange Commission.

As a result of a decision by the Executive Board of the Texas Society of CPAs, the following member had her TXCPA membership:

Expelled

Rita B. Hill of Magnolia effective Sept. 22, 2018. The action was a result of the Texas State Board of Public Accountancy revoking Hill’s CPA certificate on May 18, 2018.

As a result of a settlement agreement, the following member had his TXCPA membership:

Suspended -

Terrance S. Eckert, Dallas, entered into a settlement agreement under the AICPA Joint Ethics Enforcement Program in lieu of further investigation and proceedings of alleged violations of the codes of professional conduct of the Texas Society of CPAs and the American Institute of CPAs. Without admitting or denying any wrongdoing, Eckert was suspended from TXCPA and AICPA membership for one year, effective April 2, 2018.


As a result of a decision by a hearing panel of the AICPA Joint Trial Board, the following member had his TXCPA membership:

Expelled
Guillermo Reyna of Edinburg was found guilty of violating TXCPA Bylaw Article III, Section (8)(d) and AICPA Bylaw Section 7.4.6 for failure to cooperate with an ethics investigation. He was expelled from TXCPA effective Aug. 17, 2018.

Byron Lane Thompson of Lubbock was found guilty of violating TXCPA Bylaw Article III, Section (8)(d) for failure to cooperate with an ethics investigation. He was expelled from TXCPA effective April 6, 2018.


Admonished
Dennis L. Rick, Worthington, MN, entered into a settlement agreement under the AIPCA Joint Ethics Enforcement Program in lieu of further investigation and proceedings of alleged violations of the codes of professional conduct of the Texas Society of CPAs, the Minnesota Society of CPAs and the American Institute of CPAs. Without admitting or denying any wrongdoing, Rick is hereby admonished by TXCPA, MNCPA and AICPA, effective April 2, 2018.
