Finance Manager I - Department of Finance Payroll Services

The University of Texas Medical Branch (UTMB) at Galveston, a leading academic health sciences center located on the Texas Gulf Coast, is searching for highly-motivated and enthusiastic candidates for the position of Finance Manager I in the Payroll Services Office of our Finance Department. The Finance Manager I will analyze business operations to ensure continuous process improvements and support staff training, coaching and quarterly development of employee goals including employee recognition and performance. Specific duties include insuring UTMB compliance with appropriate tax withholding and reporting regulations, coordinating preparation and analytical review of the University’s monthly financial report, coordinating the preparation of monthly and annual reconciliations, providing mechanisms to monitor and enforce compliance; and ensuring that payroll liability disbursements and state reimbursements are prepared and submitted accurately and timely. The Finance Manager I will provide leadership and guidance to work group including analyzing workload, determining work priority, assigning duties and overseeing work progress, as well as lead and participate in the development of system improvements including accurate implementation and upgrades to the PeopleSoft HCM payroll system and PeopleSoft FMS financial system, including the Windstar Peoplesoft interface.

Candidates should have a bachelor’s degree or equivalent in a related field, accounting preferred, and four years related work experience preferably including Fund accounting and knowledge of benefits administration.  Certified Public Accountant is a plus.  Desirable skills include proficiency in Microsoft Office, especially MS Excel, Word, and Access; the ability to manage multiple tasks and deadlines; the ability to act with a high degree of independent thought and judgment; strong written and verbal communication skills; strong interpersonal skills; excellent project management, problem-solving and analytical skills; and the demonstrated ability to function in a complex environment with a variety of customers.
