GENERAL DESCRIPTION
Performs advanced budget preparation and accounting work. Work involves preparing agency budget instructions, analyzing and reviewing budget requests; preparing the biennial legislative appropriation request; preparing financial analyses and reports; recommending action to resolve financial or budgetary issues; and establishing and maintaining budget systems and controls. Works under minimal supervision with latitude for the use of initiative and independent judgment.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Plans, organizes, coordinates, and evaluates agency budgetary activities.
- Prepares financial statements and fiscal, budgetary, and management reports.
- Ensures accuracy and timeliness of submission of legislative appropriation requests.
- Informs executive staff of budget deviations, problems, and events likely to impact operations, explains causes and measures the impact on agency resources, and makes recommendations on the use of funds.
- Performs various fiscal functions, including accounting, budgeting, processing and approval of claims, handling of cash receipts and disbursements, and preparation of financial reports and budget requests.
- Examines budget estimates for completeness, accuracy, and conformity with procedures and regulations.
- Oversees the detailed reporting of expenditures and encumbrances made by the agency.
- Functions as the budget consultant to division directors.
- Prepares the analysis and interpretation of expenditure patterns, budget projections, and financial position of the agency.
- Prepares periodic financial statements.
- Performs other duties as assigned.
QUALIFICATIONS
Experience and Education
Extensive experience in advanced budget preparation, analysis, and financial management. Graduation from an accredited four-year college or university with major course work in accounting, finance, business, public administration, or a related field.

- Knowledge of accounting and budgetary and fiscal principles, practices, and procedures.
- Skill in highly advanced accounting and budgeting theory.
- Ability to plan, organize, and direct complex budget programs.
- Ability to budget funds.
- Ability to set up budget process and controls.
- Ability to interpret laws and regulations.
- Ability to maintain confidentiality of material and information.
- Ability to use Microsoft Office and accounting software.

- Ability to work as a member of a team.
