TSCPA Facts and Figures About TSCPA | TSCPA Leadership | Chapters The Texas Society of Certified Public Accountants (TSCPA) is a nonprofit, voluntary, professional organization representing Texas CPAs. TSCPA has 20 local chapters statewide and has 28,000 members, the largest in-state membership of any CPA organization in the nation. The Society is committed to serving the public interest with programs that advance the highest standards of ethics and practice within the CPA profession.
TSCPA Leadership
John M. Sharbaugh is the CEO and Executive Director of the Texas Society of CPAs (TSCPA).
Sharbaugh, most recently the vice president of State Societies and Regulatory Affairs with the American Institute of CPAs in Washington, D.C., is an experienced association executive with a record of over 26 years of accomplishments in various management positions in the accounting field. Before starting with AICPA in 1988, he served as executive director of the North Carolina Association of CPAs, and as deputy executive director and CPE manager for the Florida Institute of CPAs. His professional credentials include a Certified Association Executive (CAE) designation issued in 1991 by the American Society of Association Executives (ASAE). He received a B.A. from Pennsylvania State University in 1972, and an MBA from the University of Florida in 1976.
Jim Smith, CPA, serves as Managing Director of Smith, Jackson, Boyer & Bovard, PLLC, a Dallas based, full service Certified Public Accounting firm. Smith began his career with a major international accounting firm where he served in both the audit and tax divisions.
In his 35 years of professional experience, he has performed audit engagements in real estate development and construction, investment partnerships, manufacturing, utilities, and transportation and health care. He has worked with companies ranging in size from large, multinational corporations to small, closely held companies. He has also been engaged extensively in tax and financial planning consultations for closely held corporations and their owners. Smith has appeared as a featured commentator on all four Dallas/Ft. Worth network TV news stations, including three and one-half years as a featured business commentator on KXAS, TV5; on the TSCPA “CPAs on Call” state wide tax television program; and on various radio news programs. He has conducted seminars on tax and financial planning for the Dallas Chapter of the TSCPA and stock brokerage firms and life insurance companies, and on marketing and practice management for the TSCPA, the North Carolina Association of CPAs, the Arkansas Society of CPAs, the Pennsylvania Institute of CPAs, and the American Institute of CPAs. Smith currently serves as Chairman of the Texas Society of CPAs and as a member of its Executive Board and its Board of Directors. He has served as Chairman of the Dallas Chapter of the Texas Society of CPAs (TSCPA) for the 2002-2003 year and a member of the Board of Directors of the Dallas Chapter of the TSCPA. He has served the TSCPA as Treasurer and Treasurer-Elect, as elected member or its Executive Board, as Chairman of the External Relations Steering Committee, Chairman of the Strategic Planning Committee, Chairman of the MAP Future Issues Committee, Sub-Committee Chairman of the Quality Review Committee, and Chairman of the Public Practice Association. He has also served on the Strategic Planning Committee and as Chairman of the Young CPAs Committee of the Dallas Chapter of the TSCPA. In recognition of his service, he has been named by the TSCPA as Outstanding Steering Committee Chairman for the year 1999-2000, Outstanding Committee Chairman for the year 1995-1996, and Outstanding Committee Member for the Year 1992-1993 and 1995-96. The Dallas Chapter of the TSCPA also named him CPA of the Year for 1999-2000. Smith is a graduate of Southern Methodist University with a BBA in Accounting and Economics. He is a Certified Public Accountant in the state of Texas and is a member of the American Institute of CPAs, the TSCPA and the Dallas Chapter of the TSCPA. Approximate Chapter Membership Abilene Chapter - 355 members The Accountancy Museum of the TSCPA, Inc. — Provides programs that commemorate the progress and significant events within both the accounting profession and TSCPA, for the purpose of maintaining a connective history of the profession and organization. New modern exhibits are being developed for display at the Texas State Board of Public Accountancy offices in Austin and the TSCPA offices in Dallas.
The Accounting Education Foundation of the TSCPA, Inc. — Provides financial assistance to students in the field of accounting. Through scholarships, seminars and programs, the Foundation enhances the quality of education in accounting and contributes to a high level of competence within the profession. Contributions from TSCPA members and businesses have provided over $4.4 million in support of these and other programs since 1957. Accounting Career Awareness — A statewide program that provides information, speakers and resource materials to students and educators regarding careers in accounting. TSCPA CPE Foundation, Inc. —- Founded in 1977, the Foundation provides more than 500 continuing education programs in a variety of formats to meet the needs of our members each year. CPAs are required by the Texas State Board of Public Accountancy to obtain 120 hours of continuing professional education credit within a three-year period, including an ethics requirement.
Peer Review Program — Created in 1989, this program administers a mandatory practice-monitoring program to more than 5,000 CPA firms in Texas and Utah. The Texas State Board of Public Accountancy requires that all CPAs engaged in the practice of accounting and/or auditing must do so through a registered practice unit and complete a peer review every three years in order to remain licensed as a CPA.
Government Affairs
CPA-PAC — Serves the public interest by assisting on a nonpartisan basis those candidates who understand the importance of and support the maintenance of high moral, ethical and professional standards for the accounting profession.
State Taxation — Stays abreast of proposed state tax legislation and advises legislators of its probable effect and impact on the Texas economy. This group meets regularly with the Texas Comptroller of Public Accounts.
